These type of header flange plates enables large runners or primary pipes
to be fitted on small port motors. Windsor motors are a typical example.
The main flange is bolted to the head using counter sunk hex bolts,
the header flanges then bolts to the main flange.

Ford Winsor engine 1 3/4" flange plates these plates are available so you can run up to 2" primaries

Chev [small block] 1 7/8" flange plates these plates are available so you can run up to 2" primaries
